The expression Tiberian Hebrew refers to the reading tradition found at Tiberias in the Galilee at the time when the nequdot were established. The Tiberian vowel-symbols, added early in the Islamic era, fairly quickly became standard in the written vowelled texts of both Ashkenazi and Sephardi communities, although both communities developed different traditions of reading.
You can read about the reconstruction of Tiberian Hebrew in Geoffrey Khan's, The Tiberian Pronunciation Tradition of Biblical Hebrew, which he has generously made available online via a Creative Commons license.
