Modern Israeli Hebrew refers to the form of Hebrew spoken in -- you guessed it -- modern Israel. It is influenced by Sephardi and Ashkenazi Hebrew, but as far as the vowels go, it is closer to Sephardi.
It is relevant to the learner of the Hebrew Bible because the Sephardi or Israeli vowels are those typically used in reading the Hebrew Bible today in academic contexts. However, Ashkenazi Hebrew continues to be used in some religious contexts.
