This introduction of Yahweh God, as opposed to just God, marks the spot of a redactional seam -- the end of P's Genesis 1 story and the beginning of Y's creation tale. But it shows something more: the usage of Yahweh God instead of the Yahwist's usual mere Yahweh might well mark the editor's hand in relating this second creation story to the first, by adding God to make it clear that the creator referred to here is the same character as the protagonist of the previous version.
Where the Masoretic Text reads Yahweh God here, the Septuagint simply has "God".
The Hebrew for "when they were created" is bhbrʔm. The Masoretic Text maintains a tradition of writing the h in bhbrʔm smaller than usual. Dillmann holds that this is a sign that the h is not original to the text, and that instead it read bbrʔm ʔlhym, "when God created them". Kittel agrees here with Dillmann.
