It's important to remember that chapters are not an original feature of the Bible. They were added in the 1200's, or something like that, by an Anglican bishop. We use them because they're handy, but the Bible wasn't written in chapters.

Every now and then, they're positively a problem, like the division between the two creation stories.

Divisions between verses are likewise a late addition: later in the New Testament than in the Hebrew Bible. Even the divisions between books are tricky.
