BHS is an abbreviation for Biblia Hebraica Stuttgartensia, the standard Hebrew Bible of academia today. It contains notes on variant readings, but is not itself a critical text. Instead, it is a diplomatic text, containing the readings of the Leningrad Codex in the main text, with suggested emendations and variants in the margin.
As far as copyright goes, it is copyrighted and therefore not (legally) available online. However, it is the successor to the Biblia Hebraica Kittel, which has now passed into the public domain.
BHQ is a project, partially complete, to supersede BHS.
